Fixes Soon to Minn. Sex-Offender Program Unlikely

ST. PAUL, Minn. (AP) - Minnesota legislative leaders from both parties blamed each other Friday for a lack of progress on overhauling the state's sex offender treatment program.

A federal judge has pressed lawmakers to make changes in the program, which critics say is unconstitutional because offenders are rarely released.

Judge Donovan Frank called the program ''clearly broken.''

If lawmakers fail to act, a remedy could come from the court.

But lawmakers said no talks on the subject have occurred in about a month.

And Gov. Mark Dayton said on Thursday that he believed a legislative solution was more likely to come next year, not this one.
