Four Charged in Connection with Selling Heroin

DULUTH – Four people have been charged in connection to a heroin selling operation in the Twin Ports.

Investigators from the Lake Superior Drug and Violent Crime Task Force and Duluth Police Department arrested two suspects in a school zone in the Piedmont Heights neighborhood Thursday.

Jesse Muellner, 23, and Haley Engstad, 23, both of Duluth, were charged with 2nd degree sale of a controlled substance in St. Louis County Court.

Both suspects have extensive criminal histories in St. Louis and Carlton Counties stemming from arrests for property crimes, financial crimes, and drug offenses.

They are currently on probation for prior felony level convictions.

A day later, investigators executed two search warrants in the Piedmont and Duluth Heights neighborhoods.

One warrant was served at a hotel in Duluth Heights, where Victor Wallace, 29, of Des Plaines, Illinois, was arrested.

During the search warrant, investigators seized about 25 grams of heroin, money, and other evidence.

Wallace was charged with a 1st degree controlled substance crime in St. Louis County.

On the same day, investigators served another search warrant in the 2200 block of Catskill St. in Piedmont Heights.

They seized additional drug trafficking evidence and money, which authorities said was linked to the heroin found in the hotel.

Authorities arrested Amber Weir, 27, of Duluth.

She was charged with first degree sale of heroin and child endangerment.

Weir has an extensive criminal history in St. Louis County.
