DULUTH - The beds are full at CHUM.The shelter is overwhelmed with members. Director of Stabilizing Services at C.H.U.M, Kim Randolph, says the weather does not affect their numbers.The cold just makes living more complicated and dangerous. What does affect the numbers is money.Randolph says, "It's caused by income and lack of income and lack of affordable housing. So, if we want to solve the homelessness problem we have to solve the poverty problem and the lack of housing problem."Homeless programs desparately need winter supplies such as gloves and sleeping bags.
