Proctor Police Hold Meeting To Discuss Level III Sex Offender

PROCTOR- Officials in Proctor held a meeting tonight for the community to discuss the level three sex offender that has moved into the area.The police say neighbors have been very antsy.He has moved onto the 700 block of Boundary Avenue.It's causing a bit of a commotion.Neighbors are saying they are uneasy with Wesley Vandell's recent move so they came to get more information.Ellie Majerle said, "just kind of worried that you know he may act again or whatever. I just want to be sure that my neighborhood is safe and that where I am is going to be safe for her and you know my neighbors."The issue is he is technically is living Duluth but his house is across the street from Proctor.Their municipality ordinance prevents level three offenders from living in Proctor.Proctor Police Chief Walter Wobig said, "covering the schools, playgrounds, daycare facilities, churches; since we're only like one by three mile section, really no level three violator sexual offender would be able to reside here in the city of Proctor."Department of Corrections Officer, Sarah Hustad says the best defense is a good offense,So she gave community members tips to stay safe."Well increasing the awareness of behaviors anywhere anytime no matter where you are. Learning more about the characteristics and tendencies of someone who may be at risk to offend and learning about kids who could be vulnerable too."But she says statistically, only 3 % of people, reoffend."This person is not under any supervision. If he was under supervision, there might be more restrictions on where he can live."Vandell's last offense was in 2001, so Hustad says it's more important for folks to increase their awareness and not to focus on this man, because sex offenders are everywhere.
