DULUTH - Ground was broken Tuesday on the new Steve O'Neil Apartments in downtown Duluth.
The nearly $10-million project will bring 44 new supportive housing and services to families with children who are at-risk of becoming homeless or have been homeless.
O'Neill was a St. Louis County commissioner and long-time homeless advocate who died earlier this year after a battle with cancer.
"This is just part of the whole journey to end homelessness, whether it's a 10-year plan, a 20-year plan, a 25-year plan. This is really a key part of that plan to end homelessness that was very near and dear to Steve's heart," said Angie Miller, O'Neil's widow.
In addition, six emergency units will be available for families in need.
